To replace it with another window sill panel, you need to first remove the exterior trim of the window sill. First using a knife to score a caulk around the outside of the window frame and then using a pry bar to remove the panel can do this. Take out the window frame and check for the extent of rotting that has taken place. It is advisable to change the entire sill than just one portion of it. Replace the rotten window sill panel with new cedar wood or other wood sill to fit in place and nail to the surface. Once you are satisfied with the fit and size of the new window sill panel, fit the window back into its place. Paint the entire structure to give a uniform look.
