Drainage System Maintenance:

Most of the subsurface clay tiles that were installed over 100 years ago have broken down because of freezing and thawing, been crushed from the weight of modern equipment and the overlying soil, or are clogged with sediment and plant residue. Drainage ditches eventually fill-in with sediment and tend to be choked with brush and trees. Even the concrete structures like those involved in urban storm water systems can weather as a result of exposure to the elements. In short, any man-made system will decay over time and at one point, it will be no longer functional if not maintained regularly. This makes drainage system maintenance very important and necessary.
What Activities Are Typically Included In Drainage System Maintenance?

Depending on the structure of the drainage, maintenance activities differ. For open ditches and grass waterways, mowing and spraying for noxious weeds is a frequent activity. Occasionally, washed out areas need to be reseeded or covered with rip rap (large gravel); certain outlet structures can need replacing, for instance a rusted metal tile outlet pipe, or a badly weathered concrete drop box (it directs water from a tile to a ditch). Subsurface drainage tile can traverse crop fields, grassed waterways, residential yards, beneath roads or parks. Montgomery SWCD is responsible for maintaining the largest diameter tile, but the individual property owner is responsible for lateral connections. Some of the maintenance concerns for tile also include tree root removal, clearing clogged sections of plant debris or sediment, repair of improper lateral connections or breaks that have been caused by utility company digging.

Why Is The Land Owner Responsible To Pay For Drainage System Maintenance?
In cities and towns, the residents pay for sewer and water services. Likewise, drainage costs in rural areas are borne by the local residents only. Under state law, all the land that drains into a project on the maintenance program need to share in the cost of that maintenance. This assessment can be put side by side to insurance. Like insurance premiums, assessments are used for keeping the whole system functioning at the designed level, in addition to paying for the repair of damages; in case of a failure occur.
