Since, the usage is lower, even the water meter moves slowly and the bill generated is comparatively lower. The individual has to shell out a certain fixed amount as water charges or water tax. However, the rest of the amount can be made to increase or decrease depending upon the instruments used. This emphasizes the need for low flow water instruments in households. The fact that it serves two very vital purposes is like a win-win situation for the people.
